Claus Treppte

Mr. Claus Treppte has over-30-year experience, participated to prepare the HVAC and fire protection regulation in Germany. He specializes in regional energy plan, energy management and building technologies.



Sebastian Moffat

Dr. –Ing.

Mr. Sebastian Moffatt possesses over 30 year experience of low carbon plan and design and application of environment protection technologies.

In the past 15 years, he has been responsible for the large cities renovation and new cities low carbon plan in North America, Europe and Asia.

He also chaired the sustainable development conferences of Paris, Maastricht, Vancouver and Tokyo. For low carbon city development, Mr. Moffatt developed a series of models and tools which are applied widely in the world. In 2008, Mr. Moffatt led the team to cooperate with the World Bank for ECO2 development program.


Dietrich Elger

Dipl. –Ing. German registered Architect, Associated Professor, Guest Professor at Tongji-University Shanghai

Mr. Dietrich Elger was a director in IFIB and in charge of the management of the Institutes‘ Hannover Expo 2000 project. He possesses profound experiences with the development of large scale public facilities such as airports, train stations and ports, low carbon city development, architectural design and life cycle analysis.


In LCS, talented planners, architects and engineers from different countries work closely together to integrate practical engineering experience and theoretical research. Our top-tier team members possess over 30 years’ of practical experience in city and building development. Members participated in projects such as the drafting of ENEV Energy Regulation, the German VDI Engineering Regulatory Framwork and ECO2 project of the World Bank. In China, we catered for different geographical situation to provide the most suited localised design, engineering and management expertise. The globalised technical team of LCS exihibited their respective areas of strength to ensure our unique innovation can be safely and reliably implemented in an economical manner.

We are the one of first teams in the world to have successfully applied the technologies of the Ground Source Heat Pump, Radiation Heating and Cooling, Building Air Pretreatment to large scaled projects.

Be it the energy and greenhouse gas emission management in Vancouver, the building system of German Federal Environmental Agency, KFW bank campus in Germany, or the new building system components of Guangzhou Tobacco Tower, these all can effectively reflect the innovation and technology leadership of LCS.
